Dear Chairmen Miller and Hinojosa and Ranking Members McKeon and Keller:

Thank you for your leadership in including language that addresses illegal peer-to-peer (P2P) downloads in the College Opportunity and Affordability Act of 2007. This language responsibly requires Colleges and Universities to educate their students about the risks and consequences of the unauthorized distribution of copyrighted material and take steps to prevent the use of the school's network to engage in such activities.

Although some detractors claim that technology does not exist to prevent illegal file-sharing, this is simply not true. SafeMedia Corporation is currently deploying network solutions that do just that. SafeMedia has developed new technologies that prevent the transfer of data on "contaminated" P2P networks that (1) contain illegal content and (2) share files without the knowledge of the user while allowing uncontaminated P2P and Bit Torrent networks to continue. The use of uncontaminated P2P and Bit Torrent networks has increased efficiency and collaboration by professors, staff, and students and should be encouraged. Congress must act, however, to prevent the continued use of the school internet networks to illegally transfer files.

SafeMedia technology is currently deployed in pilot programs at numerous universities around the country. We anticipate our technology will be fully deployed to safeguard several Colleges and Universities by the end of this year. We would be happy to speak with any College or University that is looking for technological solutions that will prevent the use of contaminated P2P networks to illegal download and distribute copyrighted files.
